Start by opening up an 500 x 500 image

set your foreground to null & background to #1d6bcc and select your shapes tool and draw out a small circle around 40 pixels.
Move your circle just off to the right of your image and go to Mura Meister copies and use these settings

Center your frame.
Now set your foreground to #1d6bcc & your background to null. Select your shapes tool again and set the width to 8 and draw out a circle
so it covers the inside of your frame so you have a smooth circle inside. You will need to play around with the size to get the edge all covered.

When your happy merge visible.

I resized mine by 90% make sure resize all layers is unchecked.

Now add a little noise to your frame i used 25% Uniform. Now go to effects - 3d effects - Inner Bevel and use the settings

Add a new layer and drag it to the bottom. Flood fill with the blue we have been using and apply vix mask.
Right click on your mask layer and go to merge - merge group. This is where i added my white background so we can see more easily.

Activate your frame layer and using your magic wand tool click inside your frame then go to selections - modify - Expand by 5. Now activate your mask layer and hit delete.

With the inside of your frame selected, Grab your paper. I used Roo's 03 and used my colour replacer tool to change the colours to match my tag. Blue and White.

Paste it as a new layer and drag it underneath your frame layer and position it so the swirl is centered. Activate your frame layer and go up to Selections - Invert and then activate your paper layer again and hit delete. Select none. Change your Opacity to around 40.

To keep things neat you can merge your layers here.

Open up your lollipop tube. I used no.27 and copy and paste as a new layer. Resize 60% and duplicate your layer. Now go to Image - free rotate. Left - free 15 and move your tube into place.

Open up your gem tube and copy and paste as a new layer. Resize by 60% and place it over the knot of the bow on one of your lollipops. Now duplicate and place it on your other lollipop. Hide your marged layer with your frame and merge together your lollipops and gems. Duplicate and mirror your lollipops and move them into place. Add a light drop shadow.
Unhide your bottom layer now.

Add your tube of choice and delete where needed.

Merge visible and add your text.

I used the font ZiggyITC and added the same inner bevel settings used for the frame.
